Coordinates the day-to-day program management of SEA-PLM, its technical, communication, and fundraising activities.

Institutions and their responsibilities

Technical Advisory Group

  • Provides independent scientific and technical advice to the Regional Steering Committee and SEA-PLM Secretariat on methodology and reports.
  • Composition: international and regional experts in assessment
     

National Steering Committee

  • Oversees the national implementation and funding of SEA-PLM.
  • Provides guidance and leadership to the National Technical Teams
  • Supports the use of results to inform educational policies
     

National Technical Teams

  • Responsible for implementing SEA-PLM in each participating country.
  • Composition
    • Team manager
    • Sampling expert
    • Data manager
    • Logistics and administration officers
  • The teams are supported by contracted experts and key partners.

 

(External) Main Technical Support: Australian Council for Educational Research (ACER)

  • Managing technical activities in designing, implementing, coordinating, training, quality assurance, and reporting the main regional results of SEA-PLM 2019

Funding

Financial support was provided by UNICEF East Asia and the Pacific Regional Office education section and the Southeast Asian Ministers of Education Organization, UNICEF Cambodia, UNICEF Lao PDR, UNICEF Malaysia, UNICEF Philippines, UNICEF Viet Nam; SEA-PLM Secretariat and instances, Governments and Ministries of Education of Cambodia, Lao PDR, Malaysia, Myanmar, Philippines and Viet Nam. The Government of Norway, the largest thematic UNICEF resources partner, has provided almost 80% of all thematic education contributions in recent years used for the support of regional operations.

 

Technical support for the development of the SEA-PLM Proficiency Descriptors and the alignment to the United Nations Sustainable Development Goal’s indicators was jointly funded by the Australian Council for Educational Research (ACER) and the Australian Government’s Department of Foreign Affairs and Trade (DFAT) through the Global Education Monitoring Centre.
